How to tell a girl you dont want to have sex?

I am a foreigner living in the US and I would like to ask for some advice.
The problem is that allthough I love "hooking up" (to clear any misunderstanding, hooking up can consists of eating someone out or getting a blowjob) but, in my culture having sex without a long (2-3months) relationship before is not considered ok. That is not something I want to do.
Please, tell me a way how to tell a girl this. I do not want to offend them but I would not feel right having sex either.

Tell her you have a headache, and that they usually last 2-3 months. Classic.
